I dunno how feasible this is code-wise, but: 10-12 TC, a crate of random stabilised injectors worth a decent amount of stability loss (maybe somewhere from 60-80 worth)? from a list of "good" mutations that function well with stabilisers (so no self biomass manipulation or the like). This might also be reasonable to add for nuke ops, but I don't know how broken this would be in that mode:
Example:
Urist McTraitor was a Traitor!
They ordered: Gene Crate, Agent Card, Voice Changer
Their Gene Crate contained:
Stabilized Regeneration
Stabilised Fire Breath
Stabilised High-Pressure Intestines
Another idea I had for a traitor item was a "stability injector" that gave you a mutation that did nothing except give 20-30 extra stability, for 3-5 TC.
Example:
