Before it was random. So all that was by chance.

I remember reading that the weighting system doesn't take late joiners into consideration, so it would be odd if Random events did.
I didn't code it though so take that how you want.

Correct, all late joining picks don't effect the weighting system, and are unaffected by the weighting system in turn. They remain entirely random. I do still collect the picks for analytical purposes though.
