Then admins realized that they shouldn't deal with people breaking the rules by rewarding them.

The whole point of the antagonist system is to arbitrate who gets to be the asshole and when, so everyone gets a turn at being the vigilante who kills innocent people or the mad bomber that blew up medbay
If you can't wait your turn, you don't get to play the game. Thems the breaks
