CPR doesn't have a delay.

edit: Neither does hitting walls or shaking bushes.

Syringes do not have delays either. However, I don't quite think this is too big of an issue, as their previous delays were excessive in my opinion. A small delay (maybe 1/2 a second) would work great.

Hugging seals doesn't have a delay. Not sure if the same thing goes for all huggable characters.

Fixed shrub-shaking and CPR.

Walls, Syringes, and Hugs are all fine without delay, so they will stay snappy.

That's right it doesn't ban Roco for abusing this heinous bug to keep me from killing monkeys.

Hitting fabricators has no delay and this means you can smack them into nonexistence very quickly.
