Here's a suggestion, why not give janitor their own custodial vender with price varying based on how annoying that thing is when used stupidly. Since Janitor used to be a punishment role, it only makes sense that somebody would make them pay for their own supplies.

there are two large bottles of cleaner, 2 of ammonia bottles, and three-four spray-bottles on cog2, also 6 cleaner nades, two pairs of galoshes, 2-3 mops, and two mop buckets.
