Just a single tile, with a semi-vague description of what's in it.
My recommendation would be for it to look like this: https://i.imgur.com/8lcgt1Y.png
Now /tg/ doesn't have zoom control on cameras and I don't remember which server did, but it was a nice feature. You could basically choose between the photo being a single tile, all the way up to a 5x5 or so photo. This was very useful for taking photos of areas, to serve as evidence or just for the heck of it.
If possible, I'd also suggest that the photo window allow you to click (right-click?) and select people within the picture to examine. This would be incredibly useful for evidence and documentation, but I understand if that's too much.
A lot of this ties into my other suggestion about saving documents.
