Chem Dispenser + Emag = Floorchem Dispenser

Add an emag function to the chem dispenser that shorts out the beaker sensor, spraying chems on the floor (and perhaps the user). This lets people do floorchemistry (or just spray plasma all over themselves). The downside of course is you’re also covered in whatever deathchem you make and there’s no removing chems from the floor like a beaker.
