Why not just let security officers vend securitrons like genetics can vend monkeys.

Add a monetary cost to it so that security just doesn't raise a small army of them every round.

Robotics fabricators can churn out security drones for a material cost (rather than stun batons/helmets/etc.). Authorize QM/mining/robotics to make a bunch and I have no doubt they'd be more than happy to create your little army.
