As said in a previous bug report, you can use forks for organ removal (such as brain removal) but not for limb removal.
It doesn't make sense for this to be inconsistent, so I've amended the code in the laziest, laziest possible way, fearing the chaos that refactoring could bring.

I've had a better idea -- I'll leave this thread up for now just in case there's any discussion to be had but I've talked about this in IRC and there's a better way to approach this situation.
