Wizards can use magic in the chapel office

I'm not sure what you're saying here. You mean, though the wizards cannot target the chaplin with direct magic, nor use his magic in the chapel(iirc), he CAN use it in the office? If so, he MAY have corrupted the station enough OR the office is not part of the chapel, which IS a bad thing and may be a bug.

Yeah, that's what I'm saying. This was at the start of the round, though; poor wizard had walked about ten steps before beepsky caught him and five dudes were clonking his head in and he got dragged off; he definitely had no corruption done at the time.
