Minor hair envy contract doesn't work anymore

It still steals souls, but it doesn't provide any benefit in exchange.

If I had to guess, it probably broke due to the new tri-layer hair system.

The way this contract is supposed to work is to make everyone but the signee bald, however it only seems to remove the first layer of people's hair, which does mess up their hairstyle but doesnt quite have the same impact.
