Actually I would find it hilarious if the criminal chopped their own leg off to get away. Perhaps it can only be taken off by someone with a sec ID normally?

Would that include self-removal if the convict got his hands on a Sec-ID?
I would personally favour 'No', the ID must be held by the 2nd player, who is also the one removing the collar/pack.
