Cyborg teleporter upgrade works when stunned.

A cyborg with a teleporter upgrade can teleport away even when they are stunned.

They are gone before you can land a hit on them (as if they weren't hardy enough).
You cannot trap them. And they can teleport too quickly to debrain them.

The only way to deal with them is subverting the AI or locking them down from a robotics console.

Borgs are hard enough to kill, even when you are prepared. But this is an everlasting get out of jail free card.

Considering how rare it is for telecrystals to actually make it to robotics, this doesn't seem like that big an issue. Also, it takes time for a player to activate the teleport, choose a location, etc. Not a lot, but a couple seconds. Since I'm fairly sure a borg can't relock it's own panel, with an appropriate ID and a screwdriver you should be able to eventually debrain a rogue teleborg.

Not to mention how much power it costs them to teleport.

The borg teleporter doesn't leave a blue portal for me to follow a borg through and keep hammering or forcing it to spend all its energy.
They can just get away, scream that you are a bad guy, and come back in a few minutes.

And there is no time to debrain them before they teleport somewhere else.

It's true that teleporting borgs don't happen often, but they have enough of an advantage already.
