Pretty sure they're what they say on the tin; a 'high' volume container for gas that won't rupture. Mainly used to siphon gas from the lines. If you leave it open it can create a ripple/yoyo effect which disrupts efficiency, so it's a good idea to close em' if you use em'. Well, that's how it used to work.
Unless you're talking about the high pressure air tanks, in which case they're just full of a lot more air.
Granted I never ran a normal engine, so it might be full of phlebotinum and I might be under the effect of confirmation bias.
