Create a whitelist for AI vox control

It'd be a real shame to let all of Naba's recent hard work go to waste, but it'd also be a terrible idea to just give everyone and their grandmothers access to vox.

Let the good AI's (CPUCAKE and Firewall come to mind) get vox so they are encouraged to play AI more. Lord knows we need more competent AI's.
