borgs should at least retain the ability to communicate through borg speak even after they have their cell removed/cell ran dry since this totally and completely cripples them and is almost impossible to get a new one put in unless you have someone savvy enough to understand that you dragging a powercell behind you means you need it installed.

If your cell runs dry you can still click-drag yourself into a charger, just fyi

Last time I tried I couldn't even drag a power cell without power. I spent the whole time walking towards the power cell table back and forth.

I get activated without a power cell often enough due to braindead cyborgs getting repurposed, and bad guys like to take my power cell out for some reason. Some emergency communication would be nice. Even if completely garbled. Or if 'white noise emits from borg's voicebox'.
