The short version of it: A game with a bare-bones frame of rules, that a group of players can then build around and make not only a game with a tactical depth akin to Magic the Gathering, but make their own version their own beast: Everything, including mechanics, card art and errata are ENTIRELY in the hands of the players.
The base rules are simple, Everyone makes a bunch of cards, and makes a deck out of them. Then throw a bunch of blank cards into the deck with them. Shuffle and distribute hands. If you have a blank card, use the time in between your turns to make a new card to play in round!
The goal is to have the most points in the end of the game. Cards can have point denotations, both positive and negatives, and can target yourself, another player, or everyone. There are some more rules, but to be honest, the game is meant to be tweaked and fiddled with.
I took one look at the rules, and discovered that the Goon Community was perfect for this kind of game: it's fast paced, gets creativity going in many ways and generally leads to all sorts of stupid in jokes.
In terms of format, It's up to the creators themselves, but three things are needed: A title, A picture, and what the cards do. Here is a simple little template for those interested.
If you do end up playing, a few words of advice: You are gonna get bad cards, so just huck them in a container (some people even make cards that specifically draw from it!). If you wind up with a card that you really like, scan the card and I'll take the art, slap it into the template and replace the chicken scratch with a nice and readable font!
