SMES Charging Themselves

On Cog2 with maxed input and output the solars SMES appear to charge themselves - even when the solar panel control computer says 0 watts incoming.

Is this on server 1? Because I remember reading how on Extended rounds (which 1 runs) the solar SMES units would always charge to prevent the likely-very-long round from ending up without power after a while.

For a short time the solars on #1 were automatically hotwired.
