Some APCs are not working

For example, genetics. Medbay. Public Market. Locker Room. etc. There's a lot more, I just can't be arsed to go through as a human and examine them all. But I heavily notice this when I'm AI, and it can be very annoying to deal with.

You can interact with the APC, but it shows 0/0/0 w usage, and toggling the various options does nothing. Yet the room has power still.

Speaking of synthetics and APCs, cyborgs have to be physically standing next to an APC to interact with it, which I always thought was a bit strange.
