i don't know if this belongs on the byond forums or what i just dont know so i'm sorry if i'm being dumb, i'm just really frustrated and want some help.
So i just got a brand new laptop, and the first thing i did was install byond and mIRC. I went to go join #4 and when i joined it looked like this:

I was confused as to what to do, asking the IRC channel if they knew. Everyone was stumped, someone suggested deleting my cache folder and trying again, didn't work. I tried all sorts of things that made some sort of sense: compatabliity mode, running as an admin, hell even updating flash, and again nothing. Does anyone have a clue whats happening?
additional details:
The window isn't frozen, i can press buttons and stuff but the timers themselves are frozen. On one attempt i heard a bit of VOX that ended quickly, and I sometimes get adobe flash errors on the loading screen, sometimes nothing, But an ad never plays.
