Borgs cannot see through walls when they should be able to

1. Acquire wall-xray vision by installing and activating an Optical Meson Upgrade or being in a pod with a Conclave Sensor System.
2. Observe that you cannot see through walls.

Slightly irritating if you want to do mining or hull repairs.

This has been a bug for a very very long time. It'd be great if there was at least any indication that this was being paid attention to. First thing I do when I go engiborg is eject my useless optical meson upgrade to free the slot.
