By "department functionality" I mean like the Morgue delivery alerts and health scan on a doctor's cartridge, component scanning on a Mechanic PDA, or forensics on a detective.
I think right now this is cartridge based, so perhaps there could be a "Cartridge Rewriter" in the HoP's office. This would make job changing better - you could give a newly appointed Mechanic the ability to scan things, a Geneticist the ability to get people's DNA, health analyzing for a doctor, et cetera.
This has another benefit: if you're PDA bombed, you could get an empty cartridge and write another module. Of course, you might just get bombed again, but that's part of the fun.
