I am pretty sure everyone agrees that this power is vastly underpowered.
Even the troll element of gibbing is rolled into fireball (blessed be its name).
Would it be possible to switch wizard to raise dead as a regenerating zombie?
Make it so you have to destroy the head.
Golems are multiple use, raise dead requires you find a body. It just seems a semi simple fix to buff an underused spell.

I'm gonna go with a hearty "fuck no" to raising zombies. Unless the power is changed to be VERY limited in its usage, that shit has the potential to get really bad, really quick.
Also, skeletons hurt like a bitch. They're frail, yeah, but they will pummel the shit out of you if they get the chance. However, the dependency on corpses does tend to make things a bit more iffy, I do agree. Especially since, to reanimate the corpse, you actually need to be near the corpse, and if you're near the corpse, you've probably got a bunch of people trying to beat the shit out of you, and reanimating a single skeleton isn't gonna do you much good there.
Maybe turn them into a sort of quasi-zombie with the syndieagent-AI that starts beating the shit out of people but goes back to being dead after a limited time?

Skeletons aren't a justifiable use of a wizard power slot when fireball and ei nath exist, as well as golems. Wizard powers are supposed to be overpowered and get out of hand, that is the point of a wizard.

Merge Shocking Grasp and Raise Dead. You turn an incapacitated dude into an animated skeleton, and the rest of their stuff disintegrates.

Even as proposed the spell will still be weaker than golems, just with the gibbing advantage.

make it raise the dead as a player-controlled zombie with no restrictions on attacking wizards

I like the idea of player controlled zombies but they'd need to be tough as nails except against burn damage. They'd also need another downside beyond just making the spell take forever to recharge. If I had my way I'd make player zombies take stamina to do anything and once they run out they are reduced to a crawl and can only regain stamina by eating corpses. Alternatively, the magic animating them only lasts for 5 minutes before they just turn to dust.
If by some chance and admin decides to go with the former it'd be totally awesome if ever player could look like a steak to the zombie.

I don't really see the problem with having normal powered zombies. Golems literally lets you constantly make golems out of any nasty stuff you can find. The spell is meant to be powerful, for god sake ei nath instant kills and gibs the corpse. These spells are supposed to be OP why do we want to gimp that.

On a more serious note, removing the gib from fireball might make Raise dead a bit more attractive to take. you kill them with fireball and gib them with raise dead instead of just spamming fireball.

It's less because fireball gibs people and more because fireball creates an explosion, and any kind of explosion will gib a dead body. Maybe fireball should be changed so it creates fire, but doesn't explode.

Skeletons need something to stand out other than gibbing. Yes it gibs the player, and yes as far as gibbing goes and making spawning a mob that's also good, but compared to golem they're rather not that great due to needing a corpse to make them, and for them actually having pitifully weak health.
I'd like to see skeletons being randomized so that you're raising a "skeleton army" more than just some random spooky bone men.
Perhaps it could be done as such
Civilian/gimmick/job of the day - Spawn a normal skeleton, or skeleton soldier.
Maintenance/research - Spawn a skeleton archer. They chuck bones at the player for normal throwing damage. Will revert to melee if the player is within range or downed.
Personnel - Spawns a skeleton general. Has more health than your normal skeleton. Does bleeding damage similar to being attacked with a scalpel.
This would set raise dead apart from golem in that the wiz gets bonuses for raising particular people.

As an addendum, I too would like to see fireball changed to no explosion but instead more like a blast 4x4 fireball blast that can ignite several people at a time. Getting hit directly with the fireball should do some direct burn damage.
