New tables go over things

Tables should really go underneath things when you build them, or at least should go under things like cell chargers. If you replace a table with a cell charger, the thing becomes completely unusable.

This makes sense with most things that would be on a tabletop, but since you cant pick up a cell charger it can never be put back on the table. The same thing occurs with the desk lamp, paper bins, battery charger, computers, kitchen ware recycler, the tv monitors, credit transfer devices, and well anything else you can think of that starts on a table and can never be picked up.

Don't know if this is even possible, though not a bug and more of a suggestion, really.

Other serves have items go under tables when built, so it's obviously possible. There's a layer variable that defines what is placed under what when built. I think that it's in r4407.
