Can only use a docking station if a cyborg is in it

I've encountered this problem multiple times, where I wanted to retrieve clothing or a cell from a docking station, or set it to 'self-service' not allowed, but could never figure out the cause. After trying and failing to get a module out of a docking station, I discovered the problem. You can only use the docking station if a cyborg is in it, even for actions that should not require a cyborg.

Example: You want to turn off self service, then put a butt on a cyborg's head, with no way for them to take it off. Except you can't turn off self-service until after you put the cyborg in, and they jump out as soon as you turn it off. Now the butt you put in the station is stuck in there until you get another cyborg in it.

You can work around this with a braindead cyborg, but that's not a good solution.

Yeah this is pretty damn annoying when it comes to batteries. I shoved in an artifact battery into a docking station only for the damn thing to swallow it like change in a vending machine.
