You can use it while being a healthy borg and it doesn't consume the upgrade, just drains power.
Which means you can have over negative 2 million power. While funny, it means you are pretty much prevented from doing anything until you charge all X negative points.
And while we're at it, a borg can't drag themselves to a borg charger when their cell is dead. They can only right click and insert, but that's pretty minor.
