Stabilizing agent doesn't work

So after the chemistry update, apparently anything that requires stabilizing agent counts as an instantaneous reaction and will activate before stabilizing, making stabilizing agent entirely pointless. Flash powder and hootingnium immediately explode, smoke powder results in stabilizing agent smoke, etc.
