It's a pretty easy to reproduce bug that let's you reclaim the same gene without any cooldown. To reproduce it:
1. Get a monkey and stuff it into the stationary scanner
2. Click the genetics console
3. Remove the monkey and jump in with the console still open
4. Click the Potential button
5. Jump out and click the console again. You'll now be able to view your own genes.
6. Jump back in and click any gene you want to reclaim.
7. Jump back out, click the console, and jump back in.
8. Click reclaim as many times as you'd like, getting the genetics material each time.
This only works on the old, stationary scanner and doesn't work on the new Port-A-Genes.
