Traitorous Clown starts with a Traitor Headset

Got traitor clown earlier today, but instead of getting a PDA I only got a traitor headset. Also, could get any job specific traitor items from the radio headset. Only gave me the default set, so clown car was a no go frown
Is this a bug/mistake or am I just stupid?

And yeah, micro and macro implants were missing too.

Was just about to make a thread about this, but I think this is supposed to be a feature to prevent us from seeing clown cars every round abducting people and wearing off it's charm.

What kind of stupid idea is it to give the clown back his clown car and then prevent him from using it? I'm pretty sure it's a bug.
