Specifically it is "Captain's Quarters" access that lets you override the mining magnet.

Yeah this is a mistake on my part. It'll be fixed next time I push an update.

This should be fixed now.
It was a logic error where I didn't understand the "access required" thing and made it require both the chief engineer and captain accesses, rather than either or. Now it only requires the chief's.
