About the PR

This PR allows you to harm gunbots using welders, by setting the intent to harm and then clicking on the gunbot.

Why's this needed?

The amount of salt that I'm exuding at this very moment is excruciating. Why. On earth. Would you heal. The enemy. During. A fight. This cannot stand. I cannot sit right here and allow that gunbot that I just healed get scott free from this STEAL, from this ROBBERY that just unfolded in front of my eyes.

Testing

I beat a gunbot to death with a welder. I also healed one.


Changelogs...?

No need for changelogs. It's not a critical bug or anything.

hello, i am the person who made the PR. before you post, keep in mind,

hitting cyborgs with a welder **on harm intent** does harm them. i don't remember when this was added, i remember also being trolled by badly-designed game mechanics when trying to fight a borg, ages ago.
hitting a pod with a welder **on harm intent** does hit the pod as you'd hopefully expect, with a nice thunk sound effect. for some reason though, it does not harm the pod at all. i'll make a github issue about this later.
this PR doesn't make welders mysteriously harm all robots in the station. it makes it so if you hit a gunbot (or any critter bot really) with **harm intent**, it does harm them. in any other intent, you'll heal them as normal.

Assuming this is consistent with the behaviour for using a welding tool on regular cyborgs (which the PR description seems to imply it is), I don't see a problem with merging this.

Honestly, the behaviour should be consistent between combat and normal borgs. If thats the case, why not?
