Add a usable nuclear charge to every map

This change technically requires a few changes in a trenchcoat I think to really work. First off, make needing to set off the nuke require some key that only the authentication disk has. The hemera nuclear charge has a separate key with its own password, any nuke that is mechscanned keeps the same key. This means you can still mechscan the off station nuke and activate that however to trigger the on station one you need the authentication disk. The nuclear charge should always be in a secure place, be it the armory or the computer core, and it shouldn't be connected to the grid (just a terminal). Also the nuclear charge should probably have its minimum time to destroy increased (like 5 minutes?), and also be destroyable just by hitting it similar to the nukies nuke.

This means that with both the auth disk in hand, and if you break into the secure place and connect the nuke you can activate the nuclear charge. In order for the nuke to go off it requires stealing/breaking into two fairly secure things then defending it for several minutes so I think it can be fairly balanced. That or just use it as a distraction to get security to focus on something. It also gives more weight to the auth disk and makes losing it a potentially big deal even without nukies which I also think is neat and also opens up a less nerdy way but difficult to pull off method of destroying the station

I don't like nerfs but I can at the very least agree to this. BUT. Make sure it's just the headpass. I think that'd work since if you're tampering with the same tools you need, to plant a nuclear charge on the station, spoofing SU and packet sniffing for the headpass makes enough sense. It IS a bit ridiculous that it's more technically in-depth to call a shuttle or transmit messages to centcom than it is to arm a nuclear charge.

Otherwise adding a self destruct sequence to every map is something I fully support because it is awesome and badass.

I don't consider this really a meaningful nerf to triggering one. Since hemera has it's own key/disk and you're already going there, if you're using a mechscanned off station nuke it's not practically more difficult as you just need to grab one additional item from the place you're already going. Headpass iirc you can get by just having a security officers ID and a little bit of work or the HoS disk so I'd dislike that being the thing that sets it off as it feels the most fitting for this to be an auth disk thing and people would just default to those as they're easier. This does make deactivation easier but honestly I never liked the current thing of "two minutes with no way to deactivate it besides more packet stuff or pulling an explosion out of nowhere".

A change to make sure the auth disk is always in "play" (something like a disk tracker in a hacked uniform fabricator and a disk is automatically mailed to the station if there isn't one/its off station for too long) could be needed but that is additional scope.

Yeah after a little further consideration if there's going to be a nuke on every station, making the on-station one require the captains disk is acceptable. Now you can assassinate the captain and blow up the station, that's cooler than what it currently is.

If mechscanned nukes share the same codes, and you can theoretically scan hemera's nuke and bring it on-station, and activate it without the need of a captain signing up I think that's perfectly fine.

Then you have a way to blow up the station as something that isn't a traitor, and you have a not-exactly-easier but less confrontational method for traitors with syndicate mech scanners.

I hope it still requires some kind of packet knowledge though so it's not just a no-brainer to scab the captains corpse for the nuclear auth disk and get a free max-size canister bomb.
