Simple idea really.

Add a disclaimer to whale sighting that "non confirmed reports of psychosis due to exposure to plasma Corals  has been reported, anti-psychotics suggested in case of unusual behavior" or the like, and a wall mounted in a glass case tranq gun with 4 shots and no extra ammo that unlocks only during a whale event.

There are syringes and bottles of haloperidol in the treatment room (the room behind cryo) of medbay that any doctor can access specifically for this! You'll just have to wrangle the crazy whale spotters to inject them, or get a medical director to tranq them.
