Stating laws 1-3 currently states the default laws 1-3, rather than the actual laws 1, 2 and 3. Since ion storms can now overwrite the defaults, this should probably be changed.

"State laws 1-3" is supposed to be a way to state defaults when you're rogue, though. If you want to state your actual laws, just use "state all laws".

The problem is, if you have a traitor law that says not to reveal it, and an Ion Storm law that does not say not to reveal it, you're boned.
