Certain events not happening during lowpop

This one's simple. If there's not enough players for revs or nukies or something, then the following events won't happen:
- Black hole
- White hole
- Meteor storm/cybershark attack
- Ion storm

Would be neat if appendicitis was also disabled, it fuckin sucks to roll appendicitis when its like 2 pop and none has medical access
