Solar Flares prevent lawrack edits

While a solar flare is ongoing, make it so borgs and AI don't recieve any updates from their lawrack. This is both a good and a bad thing, as you'll be stuck dealing with rogue borgs for the whole duration, or traitors won't be able to instantly get  silicons to act upon their laws. Regardless, they will all be applied at the end of the solar flare.

Don't think this is an optimal idea. This could lead to rules problems/lawyering. People who think the rules got changed will ahelp while admins got a new layer to untangle.
