About the PR
Moves NTSC access into the get_access() function
Grants NTSC EVA access
Why's this needed?
The NTSC comes with a space suit and is supposed to be able to navigate through space, EVA access allows them to do this more effectively without having to ask the AI for access to something they probably should already have access to

To quote what I said on the PR "I do not believe this will turn them into much of a hoslite, I believe most of the HoS' strength comes from the armory, their weapons and their additional general area access, but a feedback thread is still a good idea"

EVA is the only one of these that really makes sense, I'm not sure they need teleporter access and they definitely don't need access to their boss's office. If they need to make announcements they can use the bridge console and if they need to change IDs they can bug the HoP or the captain.

Yeah I've come to the same conclusion overnight, but will leave it to be discussed for a few days before reducing it to just eva

EVA access makes sense for the NTSC, if only for the jetpacks. When I got the role I was somewhat surprised they didn't have access to it already, to be honest.
