hi-vis vests ought to be hi-vis

Now, I'm not suggesting that they work like they do in real life, where they're really, really good at collecting and reflecting light - that sounds like hell to code and my understanding is that lighting is computationally expensive enough as it is.  Instead I'm suggesting that they glow a bit.  They don't need to glow all that much, just enough to be able to tell in the dark that hey, there's a person there.  They would also help people locate their own sprite in the dark - flashlights and hard hats light ahead of you, and engineers don't start with a flashlight module in their pda to light up their surroundings.

It's not really a big deal, but it's nice when something that's thematically appropriate to wear also has a mechanical benefit (like the recent change to allow surgical masks to block miasma).

This is a good idea yeah. Though the physics involved in why high vis/highway signs are so good at reflecting headlights is also very cool yeah just make it a little glow.
