Make targetting head guarantee to headpat cyborgs

Currently, if you are targeting head and try to head pat a cyborg, it's not guaranteed to be a head pat like on humans, sometimes you will still just pat em in the back and stuff. I wish that was changed so I could consistently always head pat cyborgs without back patting em.
