Merchant shuttles are not appearing

The station gets a Commerce and Customs Alert about a merchant shuttle docking with the station, but no shuttle appears.

You can observe this by playing a round, waiting for the announcement, and then checking the merchant shuttle dock.

Please bring back merchant shuttles or at least stop falsely announcing their presence so frequently.
