Make whispers appear locally overhead, instead of in textbox.

I believe that when whispering, the whispers should display over your head to you and anyone within normal whisper radius. I'm tired of doctors not checking textbox when i'm asking for defib or when important information is getting pwned from me by losebreath. Not a fun scenario to be in, and while I get whispering (when not relaying key info) is meant to be annoying, most people ignoring it is a bit overkill.
