I feel like this makes sense, and can help a lot of criminals with stealth kills a lot more, especially for those using perfluorodecalin offensively.

100% agree, I found it odd that if I cannot talk cause I have no breath, I can still scream as loud as I can.

Agree, although on the specific case of perfluorodecalin it should make a funny gurgling sound instead. Same while being underwater without working internals.

Yeah anything that removes your ability to speak should also remove your ability to scream.
This should also mean if a changeling is choking you getting ready to eat you, you shouldn't be screaming.
