1) I like to give out
pink slips to terrible players. Nice pink paper with stamp to get the point across.
2) having to fight QM to get paint is a hassle.
3) Or you could just splash paint on the paint tray and all subsequent papers will come out colored.
4) Ticket/Fines printer could also print out colored paper???

Add sprites for colored paper and colored paper hats.
