remove pull/grab slowdown from critters

I am sure everyone who has played janitor since pull slowdown was added would very much appreciate if you could put dead cockroaches into your trash cart without your speed being reduced to glacial drift

Common mobs in general could probably use a looksie for this, if someone is bored. Some don't provide slowdown. Others do, despite likely being smaller or lighter.

I can pull an entire space bear with eternally flailing arms faster than the infamous cockroach when put in a wheeled container.

It kinda makes sense why putting stuff in the dumpster (ON WHEELS) wouldn't slow you down unless the brakes are on.

But others like lockers and boxes makes sense.
