About the PR
This adds a fancy new DIY type of armor to the game, which is craftable with 4 cardboard sheets, 30 lengths of cable, and a metal rod.

The armor is slightly worse than the improvised cyborg armor and more expensive, but it compensates by having a more generous movement slowdown. Raw stats are as follows:

Why's this needed?
Besides being the only other use of cardboard sheets, this adds an alternative to wearing the makeshift cyborg armor that's lighter, but slightly less protective and still significantly inferior to security's. Both armors need you to have either access to or be allowed into a department that's not super common (Robotics for borg torso, cargo for cardboard), and both cost a significant amount of materials to produce (2 metal in the crate manufacturer for the cardboard plus 1 insulator and 1 copper compared to the 1.2 metal for the borg torso)

Frankly, I like to be a slightly armored spaceman, and walking around in a cyborg torso when I don't actively plan on getting shot is painfully slow. This adds a middle ground in terms of protection between wearing a labcoat and makeshift armor, but is fairly traded off by the material cost of it to prevent mass arming and armoring of people from cargo, as well as the fact that you need to go out of your way and invest time into making it.
