[PR] Removes RNG from Pathogen Sweat Infection

About the PR
Makes it so instead of having an rng check to have the pathogen sweat apply it's on-touch effect (and, consequently, an infection chance), it instead checks if the user either has shoes on (or is a cow-person) when walking over it, or applies it's on-touch effect if crawled through.


Why's this needed?
I asked on discord about some of the problems with current patho, and one mention was that it was hard to deal with pathogens, because if you didn't have a full biosuit on all the time, you could randomly be infected. Part of this problem was that the sweat didn't check any kind of protection, unlike the pathogen clouds.

I dont know if it does this already, but maybe it could also take in the spreadability of the pathogen, and make it so that if theyre protected they dont get infected, and even if they arent protected, theres a change roll based on the pathogens spreadability, maybe spreadability/100, so at worst its a 50/50

another idea, what if pathogens in stages 1,2, and 3 could be cured by any suppressant, (spaceaccilin)??

and what if the obnoxious sweat, gas, and other clouds that have pathogens in them only lasted for 15 seconds, because they cant survive the environment.

Spreadability already affects the chance to make puddles though, so that would double-dip.
