About the PR

Adds in a new claimable medal called "Bland Bureaucrat" requiring the "Unperson" medal, that changes hop clothing into and navy colored alternatives, with teal accents.

I updated the sprites for this one, but im too lasy to update the picture, so just pretend the top part of the suit matches the top part of the dress

Why's this needed?

This gives the HoP more distinct clothing options, they currently have one of the least impressive wardrobes of the heads with no alternate jumpsuit options, alternate color versions or overcoats that are available on all maps, giving them new colors would help expand their wardrobe options.

Welp, now time to figure out how to get that medal. Seems a bit hard to get as it has no description on Beyond, but it could just not have been updated yet.
