Add a mod, remove mod. Your locked phaser is now unlocked.

What secret? It's not even useful, since the optimal Phaser output is 43 (best damage to power use ratio), which can be reached with Locked Phasers.

one time ursula mentioned that he knew how to unlock phasers to me but refused to tell me how to do it even when I offered him the recipe for sarin in exchange
