Add the voice changer item to C.A.R.L.

Basically title.

I love the voice changer item, it allows for so much fun shenanigans. Impersonating someone or making a whole new persona basically only works with the voice changer so giving antags without TC access to it would be fun in my opinion.

I'm not sure about the balance of it on main because I almost exclusively play RP. But the 400 credit stealth storage is also in there and I think that is way more useful.

For the price I was thinking about maybe making it 6000 credits like the signal jammer but up to 15000 is probably fine aswell.

I coulda swore there was a voice changer mask or something already available for sale somewhere. If not then yeah more fun shenanigans is always good.

There's a merchant trader that sells a voice changer (among other things) for fairly cheap, so I don't see why C.A.R.L. wouldn't have one as well.
