Currently, mail chutes will deposit items to their locations
This is great for sending mail to a department, but not for mailing an individual person.
I suggest a system where someone can designate mail for a person. They stick it in a mail chute and it sits secured inside waiting for the next step.
A PDA alert is sent to the mail recipent, alerting them they have mail, what it is marked as, postage due, just whatever info we'd like.
Then, they just have to show up to any other mail chute and accept their package to have it released to them.
Find a missing ID? Mail it to the owner
Steal an ID and holding it for ransom? Mail it to them with a hefty COD charge.
Kidnap the Captain and mail pieces of them to the detective
